5 ‘Practicing What We Preach’: An Open Resource on OER/OEP

Abstract
Ireland’s National Forum for the Enhancement of Teaching and Learning in Higher Education has four areas of strategic activity, including Digital and Open Education and the Professional Development of all those who teach. Following the need identified in previous research (National Forum, 2015) for further awareness around copyright and open licensing, the National Forum recently developed a series of focused OER/OEP guides to address these areas (National Forum, 2020). However, a further need was identified for a professional development offering to support individual, institutional and sectoral change towards open educational practice. In Ireland and beyond, the urgency of this work is clear (UNESCO, 2020). In this reflective practice presentation, we describe the development of a resource to support the use of Open Educational Resources (OER) and Open Educational Practices (OEP) in teaching and learning, developed in partnership between the National Forum and higher education colleagues across the sector. Four topics are covered:
- Understanding open – introduction to open education, OER and OEP
- Using OER – understanding open licensing and copyright; finding, evaluating and attributing OER
- Creating OER – licensing and sharing your own OER
- Using OEP – using open pedagogy and OEP
An ongoing community of practice exists in the sector in relation to open education, with links forged between staff supporting teaching and learning, librarians, students, staff who teach, etc. through key past projects. From the outset of this project, we intended to share this work as an enactment of open practiceand in the spirit of critical advocacy for open education more broadly (see Cronin, McAvinia & Risquez, 2020). Thus, the methodology used in the development of this resource has been based on an iterative collaborative approach that seeks engagement with the community at different stages. A peer review process was established to support course development including internal peer review between the authors, blind review by experts, sharing and discussing with the national CoP and now, sharing with the international CoP.
It is envisaged that the resulting resource will form the base of a new National Forum open course next year, designed to be available in three formats (face-to-face/blended, online and self-study).. The final course will be integrated in the suite of digital badges funded and developed through the National Forum over the past five years to recognise and acknowledge those committed to ongoing professional development in teaching and learning in the context of the National Professional Development Framework (https://opencourses.teachingandlearning.ie/).
We describe the process of developing this OER/OEP resource to date, with special attention to its ethos, purpose, focus on collaboration and community, and our aspirations for the future. We will share the resource with participants and invite feedback through active discussion during the session, public comments (WordPress comments feature) and the Twitter hashtag #NFopen.
