37 Copyright and open Licensing in Myanmar: Reflections on Co-Creating an Open Course

Abstract
The SPHEIR funded Transformation by Innovation in Distance Education (TIDE) project collaborates with over 30 universities and colleges across Myanmar to improve the quality of distance education (1). During the second half of the 4-year project a number of ‘master training programmes’ (MTP) were developed to work with smaller groups of participants on specific topics, whilst supporting colleagues to cascade and share their learning with others at their institution.
One of the four MTP is a collaborative remix of the Creative Commons (CC) certificate programme for librarians (2) in both Myanmar and English languages. This remix has been developed to better reflect the Myanmar context and the forthcoming changes in copyright law (3) as well as incorporate and reflect the experiences and needs of TIDE participants familiar with CC through TIDE’s 2 year programme for ICT, librarian and support staff.
The course launched in December 2020 with 27 participants. This presentation reflects on the process of collaboratively developing and running the course within the context of existing frameworks and research on OER use and development in the Global South. It also reflects on the pivot in course delivery from 1 February 2021, in response to the military coup.
